The City’s Housing and Neighborhood Services (“HNS”) department is seeking proposals from qualified Companies to provide Asbestos Surveying Services (“Services”). The Services are required for various types of buildings scheduled for renovations or demolition located within the City and
the City’s Extraterritorial Jurisdiction (“ETJ”), which includes the unincorporated areas of Charlotte. The results of the asbestos surveys will allow HNS to prepare orders for the removal of Asbestos- Containing Materials (“ACMs”), if required and as recommended by the Company.
The Company shall survey and identify all accessible and non-accessible friable and non-friable ACMs in accordance with the Occupational Safety and Health Administration’s (“OSHA”) Regulations 29 Code of Federal Regulations (“CFR”) 1910.1001 and 29 CFR 1926.1101; the Environmental Protection Agency’s (“EPA”) National Emission Standards for Hazardous Air Pollutants (“NESHAP”) and Asbestos Hazard Emergency Response Act (“AHERA”); and all other applicable federal, state, and local regulations. The Services shall be conducted by an asbestos inspector accredited by the state of North Carolina. The Company shall provide to the City Project Manager copies of all certifications/qualifications of each of its inspectors annually.
The Services shall include, but not be limited to, inspecting all buildings located on a property identified as being at risk or unlivable by HNS’s Code Enforcement Division, most of which are slated for demolition; taking samples of suspect ACMs; submitting suspect ACM samples to a certified laboratory for analysis; submitting a survey report with analysis results and recommended actions regarding any ACMs identified to the City Project Manager; and conducting post-abatement visual inspections, as needed. The surveying, laboratory analysis, and survey reporting must be completed within three (3) business days of the date of the work order, beginning with the first business day after the work order is issued.
